Why the Training Programs?

Pollution Control Boards (PCBs), Urban Local Bodies (ULBs) and Industries have been generating large amounts of data through Continuous Emission Monitoring Systems (CEMS) and Automatic Air Quality Monitoring Stations (AQMS).

Application of advanced statistical analysis is critical in diagnosis of air quality data as it provides a basis for prioritization and preparation of air quality management programs. Air dispersion modelling plays an important role, as a complement to data analysis. Currently, data analysis and interpretation is not carried out rigorously. Annual reports of averaged data is rarely available in full.

Major constraint is the low technical capability of the scientific staff in data analysis, interpretation and action planning.

Typical data analysis involves identification of outliers (suspect observations), regression and correlation analysis, detection of trends (magnitude, direction and significance) and violations over the prescribed standards. Analyses of meteorological data in the form of wind rose, pollution rose and persistent wind rose add great value. Advanced techniques such as Non-Parametric Wind Regression (NWR) help in better source diagnostics. A creative visualization of the results in the form of charts, plots and maps on dashboards provide better understanding. A number of tools & data visualization platforms are now available and these need to be introduced to encourage regular use.

On the other hand, Air dispersion modelling allows the user to simulate the impact of point, area and fugitive sources of emissions such as vehicular & industrials emissions, or from the storage yards or stock piles or open burning at the waste dump sites. There are now several user-friendly suites of air dispersion modelling software available. The staff of PCBs and other key stakeholders (such as academia, industries, professionals, monitoring instrumentation suppliers etc.) need to be exposed to these methods, in order to come up with science based air quality management plans. Model simulations also help in the optimization of ambient air quality monitoring networks, ascertain relative source influence and arrive at location specific air emission standards. Given the advances in the instrumentation in stack emission and ambient air quality monitoring, there is a need to get an update on state of the art equipment and future trends. Advanced modelling techniques such as Predictive Emission Modelling Systems (PEMS) have also emerged replacing installation of expensive and difficult to maintain stack emission monitoring systems.

About the Training Programs

Training programs have been planned over duration of 3 days for participants from Pollution Control Boards (PCBs), Urban Local Bodies (ULBs), industries, professionals, Engineers from monitoring instrumentation suppliers and academia etc. The focus is on data analytics, update on monitoring instrumentation, air quality modelling and preparation of air quality management plans. All participants will be required to bring laptops for hands on sessions modelling software.

The training program will be led by Dr. Prasad Modak with experts on Air Quality Management. Pedagogy will consist of lectures, hands on sessions and case studies. Participants are expected to have no formal background on statistics and modelling. All resource material will be provided on a pen drive. All participants will have the advantage of participating in a Discussion cum Resource Sharing web platform. Principal Course Faculty

Prasad Modak is an Alumni of IIT Bombay and holds Doctor of Environmental Engg from Asian Institute of Technology, Bangkok. His doctoral research was on Optimum Siting of Ambient Air Quality Monitors resulting into three major publications in the International Journal of Environmental Monitoring & Assessment.

Dr Modak was Professor at Centre for Environmental Science and Engg at IIT Bombay between 1984-1995. Currently, he runs a strategic consulting company –Environmental Management Centre LLP as the Executive President. He is also Director of Ekonnect Knowledge Foundation a Section 8 not for Profit Company with a mandate to impart education and training in the arena of environmental management & sustainability.

In the domain of Air Quality Management, Dr Modak has made several noteworthy and extensive contributions. He worked on a project with Mumbai Metropolitan Regional Development Authority (MMRDA) for strengthening of air quality monitoring network for Mumbai. The study came up with a strategy of network design, considering location, parameters, frequency and the level of automation.

Dr Modak was involved in several air quality modelling studies across the country that involved modelling of stack, area and line sources as well as fugitive emissions. He developed a model based air quality management action plan for Valentina Industrial Estate in Mauritius for UNIDO. He served as a Reviewer of the Six City Source Apportionment Studies sponsored by Central Pollution Control Board (CPCB) on behalf of GIZ.

Dr Modak was a member of the Committee set up by the CPCB to develop Guidelines on Air Quality Modelling. He also wrote a Manual on Statistical Analysis of Air and Water Quality Data for CPCB.

Dr Modak served as member of technical committee set up by Maharashtra Pollution Control Board (MPCB) of automatic air quality monitoring stations. More recently he was engaged by the ADB for air quality modelling and application of advanced statistical tools to assess relative emission influence for a Thermal Power Plant in India.

Dr Modak conducted series of six Urban Air Quality Management seminars with an objective of building awareness and local institutional capacities. These programmes were supported by the World Bank Institute and were conducted in the city of Pune. These programmes were attended by more than 120 stakeholders with support of 10 local resource persons.

Dr Modak has worked with almost all key UN, multi-lateral and bi-lateral developmental institutions in the world. Apart from Government of India and various State Governments, Dr Modak’s advice is sought by Governments of Bangladesh, Egypt, Indonesia, Mauritius, Thailand and Vietnam. He has authored and executed more than 400 consulting reports and trained more than 6000 professionals across the World. His blend of experience with academic and research institutions, private sector and financing institutions, bi-lateral and multilateral development agencies as well as Governments has provided him an advantage to take a rounded approach.

Dr Modak has received a number of awards and recognitions and his name has been listed in distinguished personalities on environmental management. He has been recipient of the Distinguished Alumni Award of AITAA in 2010 for Significant Contribution to International Affairs. In 2011, Dr Modak was elected by American Association of Environmental Engineers as Board Certified Environmental Engineering Member for his work in Research, Teaching and Professional Practice

Professor Mukesh Khare

With a specialization in air quality modelling, Prof. Khare's experience has covered research and development studies, teaching, consulting, modelling, editorial activities. In addition, Prof. Khare has authored more than 170 research publications primarily for peer reviewed journals and conference proceedings along with 3 books and 6 monographs related to Air Quality. Currently, Prof Khare Independent Director in the Board of Engineers India Limited and Member, Expert Advisory Board of EU Sponsored project ClairCity being coordinated by University of West of England in area of Air Quality.

Dr. Prateek Sharma

Dr. Prateek Sharma is Professor and Dean (Academics), at TERI University. He pursued his Ph. D. degree in Environmental Engineering from Department of Civil Engineering, Indian Institute of Technology, New Delhi. Dr. Sharma has more than 20 years of research and teaching experience. His research interests' focus on environmental systems modelling, statistical applications in environmental and water resources engineering, and environmental risk assessment. He has authored two books in the area of vehicular pollution modelling and stochastic modelling and one monograph.

Dr. Shiva Nagendra

Dr. Shiva Nagendra is presently working as Associate Professor and Head, Environmental and Water Resources Engineering Laboratory, Department of Civil Engineering, Indian Institute of Technology Madras, Chennai, India. Dr. Nagendra worked as Senior Research Engineer at Fluidyn Software and Consultancy, Bangalore, involved in development of air quality related software. He has published more than 50 research publications in international and national refereed journals, one reference book, and 100 papers in conferences. He is coauthor of the book titled ‘Artificial Neural Networks in Vehicular Pollution Modelling’ published by Springer-Verlag, Germany. He has been guest editor of International Journal of Environment and Waste Management, USA and edited its special issues on ‘Urban Air Pollution, Control and Management’.

Dr. Dev Niyogi

Dr. Dev Niyogi is a professor at Purdue University with joint appointments in the Department of Agronomy,-Crops, Soils, and Environmental Science and the Department of Earth, Atmospheric and Planetary Science. He is also designated as University Faculty Scholar and the State Climatologist for Indiana. Dr. Niyogi is the chair of the American Meteorological Society (AMS) Board of Urban Environment and has been a member of the AMS Committees on Agriculture and Forest Meteorology, Committee on Applied Climatology. He has been an editor or associate editor of number of international journals, and has published over 170 peer reviewed international research papers. He has taught courses on Air Quality Modeling, Boundary Layer Processes, Land Surface Modeling, Land – Atmosphere Interactions for doctoral students, and Weather and Climate foundational courses for non meteorology majors. He has been involved with a number of interdisciplinary projects that effectively utilize satellite datasets, models, and interdisciplinary data fusion techniques for developing multiscale environmental assessments.
